A couple of things here. There is NO Clement Wynne in the DNA project. The lineage I am given from one of the Winn FTDNA surname project participants indicates that yes this is the correct line.

We have it dead headed or cut off at Robert Wynne married to Elizabeth Gartrell because that is the last generation that we see in the line. I do not know the common ancestor between this Robert and Richard, Daniel, Minor, Phillip,James and John David Winn but they all share the same DNA.

There are a few Clement's I agree. This Clement is seen in the 1820 census and he is alive then. In 1820 he is enumerated Capt Richard Gunn's district Oglethorpe GA.

What evidence do you have that this Clement is NOT the son of Robert and Elizabeth Gartrell Winn/Wynne?
