Carol--there will not be a birth cert. in Wy. before 1909--sorry. And, they may not issue one, depending on your relationship to deceased unless you have a death cert. that shows they have died. The reason is so many people taking on another identity after they obtain a false birth cert. from a Vital Records Dept. in any state. Wy. is not the only state that is doing a lot of protection with birth certs. How to prove a person's birth? Have you checked to see (if they are deceased, that is)if you can obtain a Social Security Application Form? Also school records, bible records, military records can be used, along with census records for your documentation.
