Hi Evan,

I wouldn't be surprized that foster care records are sealed like adoption records. However, you can find more information at Wyoming Dept. Family Services, .

Wyoming restricts access to vital records 100 from date of birth and 50 years from all other events. Even after the records have met the restriction dates, they're still not published on line.

I found your family tree and see she was living in 1928 in Albany Co. She might have married in Albany Co. You can apply for her marriage license at Wyoming Health Dept. Be sure to ask if they charge for a search even if they don't find the record (most places do this).

Her soc. sec. # was assigned in CA before 1951.

The Thomas family was living in Los Angeles Co., California in 1930 and if she didn't marry, she might have moved there.
