Looking for Elizabteh Burris Baxter in the 1940 census

Hello to the good people of Crook county, Wyoming! My name is Dana E Nowak and I am out here in Santa Clara , California looking up my family on the 1940 census. I found my great grampa Frederick Massie Baxter and his youngest daughter MaryBelle, but not his wife Elizabeth Burris Baxter in the 1940 census. No mention of whether she was absent at the time, no nothing. Where could she be? Any answers or ideas would be greatly appreciated.
