Well couple of things more...I only find a John Reginald Shipley as being listed in the Navy Muster Rolls for WWII. The database is

Babe Ruth was only in Hawaii 1933/34 for an exhibition game and you can find photos on the internet of that time.

The Japanese had many a military involvements with China and Russia and Indonesia before our involvement in WWII.

So these pictures can indicate being in the Navy before WWII.

His Navy service records should be available at the NARA, unlike his earlier Army Service Record. Only Army/Air Corp/ Air Force records (80%) were affected by a fire in 1973.
