Hi, No expert but found this

GO 33 WD 45 = General Order #33 issued in 1945 by the War Department. This GO created the Victory Medal and issued it to all soldiers currently in service when the war ended.

Was Mr. Winn born in 1916 and die in 1961 and buried in Elmira, IL? If so, on his marker it states TSgt. 11 Air Force, W.W.II.

And again, no expert but believe the 11 Air Force is the 11th Air Force. And by no means is the web accurate with information but this site may provide some insight for you.
