I don't think it is necessary to be a relative to request transfer of a military person's memorial on findagrave. I have requested and received transfer of several memorials of soldiers buried in Margraten that I have researched information on for the Dutch adoptee. You would have to first join as a member of findagrave, there is no charge for this.
