OMPF records worth reconstruction?

Hi,
I just received a letter from the National Archives in St. Louis, MO in regards to my father Roger George Lewis, 32nd "Red Arrow" Div., 127th reg., Co. G. It states that the OMPF was recovered, but badly damaged in the fire of 1973 and the quality is poor. They want me to send $60.00. I don't mind the money, if they in fact can put the file together again, but does anyone have any experience with this? Is the OMPF a large file? Has anyone paid the $60.00 to get a partial page?
I primarily am interested in his medical records to find out more on 2 purple hearts he said he was awarded. (Wouldn't tell us why he got them). Right before he died he told me he lost one over in the war and the other he said he was supposed to receive, but as he was sent home Nov. 1945 for honorable points, that the war was over and he never received. He went and supposedly asked about it, but he never heard back. The National ARchive is sending me his medals, but they are only the ones anyone would get who was in combat in the Pacific. I actually have some of his original medals, he came home with, and the Phillipine Liberation Bar has 1 extra bronze service star than they mention. He also has an Army Presidential Unit Citation Bar that they don't list and his sharpshooters badge for rifle. Will the OMPF, when it's fixed give more information on that?
Any help appreciated,
Carolyn (Lewis) Denson
