I believe Navy 3205 refers to the postal address for Manus Island, in the Admiralty Islands. From your info it would appear that the Landing Craft Repair Unit was located there. Rather than building an airstrip, I'll bet they were refurbishing landing craft (Higgins boats, etc) recovered from completed assaults. I tried to find something specific to the unit (vet association, etc) but had no luck, either.
