The inquirer does not state whether the inscriptions were on a Federal marker of a cut stone marker. Do a google search for both 136th Infantry and 31st Division - You will find that in WW-I they were never together. In WW-I 136th was originally part of the 34th Division (NG from Iowa, Minn, Neb, ND, SD) 34th Division was skeletonized afer they arrived in France as replacements for units. 31st Div was also skeletonized. CFA could be someone's guess for Coastal Artillery.
