War Department Circular 252, dated May 14, 1919, relates pricipally to the transfer of enlisted men to demobilization centers for discharge.
Paragraph 35 SO--(Service Order) not sure.
War risk alloys Class A & B refer to metals/alloys used in armor and equipment during the war, so his job must have been with a company/factory that manufactured same and his job was considered critical to the war effort/society.
