louis johnson, navy, new london. / arthur Franklin . LOOK UP?

I would like find information on a Louis Johnson, who was in the Navy / in WWI. He was at school / submarine / camp in 1918 in New London. He had been on a small sub hunter in the coast guard near Georgia, I think the boat was called the "Ann" He served on the Ann with Alex Noyes.

Also would like information on an Arthur Franklin who was with the medical corps. in Virginia. In the internet, I have found an Arthur Franklin a Doctor after the war. Is this the same man. Franklin was I think from Linville Falls NC.
