I think it refers to a medical reason and has nothing to do with being dishonarable or anything; I have asked a WWI Historian for a better explanation, and when I hear from him will post; I find others' discharges that refer to the same authority; I know that W.D. refers to War Dept, and of course, 1918, is the year of the referenced authority; yours said 'dependency', and have seen other terms preceding the cir.77, etc...also "par.6.S.O.134" appears on some...somehow I feel it's a medical reason for discharge...perhaps he was wounded, gassed, etc..???
