WW1 draft registration & Americans in Canada

I am puzzled by some recent family information. My great aunt's husband (an American living in Canada and a railway employee) registered for the draft on Aug 7, 1918 in Saskatoon, Saskatchewan. I don't see him on the CEF website. Perhaps it was so late in the war that he wasn't called to serve. I am under the impression that everyone who signed up was on that website. Maybe the Canadian officials sent this information on to the United States. Can anyone clarify the proceedure.
