The Cuyahoga County Archives has all 23 volumes and since the state printed the books there are probably other places in Ohio that have the volumes in their storage facilities.
The listings are very truncated with abreviations but the individual's record is all there if you can figure it out. It's almost as good getting a personell file from NARA.
