Yes it is a fee structured system - Not only can you access all the US Census, but you can access WW I & WW II draft records which might have the answer you need. Most local libraries have a Genealogy section and have access to Ancestry.com's library version. Check with your local library or a college-university library. You also might find a local member of a Genealogy Society who has the access to do the search for you.
