Identifying uniforms

I have an old photo of a man in uniform, but no one in my family is clear on who he was. I believe it is from the WWI era and I'm sure it is not a US military uniform because I cannot make out "US" on any buttons or insignia.

I have googled almost every combination of words to locate some visual reference to compare it to with no luck. I believe it could even be a US or Canadian police or border patrol uniform of the era but cannot find anything close.

Any suggestions?
