You are looking at a civil WWI Registration Card that all men between the ages of 18 to 45 had to file in the county(Berrien County, MI) they lived. It does not mean they were "drafted" or served. These cards were used for the selective service lottery for conscripting men. Since he filed with the 3rd registration period of Sept 12, 1918 and the war ended Nov 11, 1918 and very few if any were "drafted" from these cards. Since he had a crippled left limb too makes it pretty sure he did not serve either by draft or volunteer.

1930 Census he answered "NO" for Veteran status question.
