It would help if you said why NARA couldn't help you.
Once a veteran enters a VA hospital he has a file with that
organization. That file should contain enough information to guarantee he was, indeed, a WWI veteran. Try to get those records.
Also check the county recorder in the place he lived to see if he had a separation paper that was deposited there for safety.
