I think you've confused an INFANTRY brigade for a Depot Brigade.The 80th (or any other division except for the provisional 93rd) would have contained 2 infantry brigades (2 infantry regiments and a machine gun batallion) and a field artillery brigade.
Depot brigades were separate entities in and of themselves and served a number of purposes apart from any specific division.Primarily they were the instrument of training and distribution as replacements for all new recruits/conscripts.They also served as a holding point for wounded men who were not being returned to their previous command, in between either being reassigned to a different command or being shipped back to the States.In France the men of the Depot Brigades performed a variety of menial tasks such as loading/unloading ships & trains, sorting and cleaning salvaged equipment, road repairs, etc.
All divisions had equal chance of drawing men from any of the several Depot Brigades (all of which seem to have had at least one company of colored troops as part of their number - though the 154th seems to have had more than the others).
