Who are you looking for? Upshur birth records for 1849-1911 are available free online at http://www.wvculture.org/vrr/ This website is sensitive to spelling, but does allow for "wildcards". (If you are not sure whether the name is Smith or Smyth, enter Sm*th, and it will seach for both).

West Virginia did not require registration of births until 1917, so not all births got recorded on public records before that. Even after that date, they were spotty for a while. You could write them in advance to determine what records they might have. The address is:
