Pretty sure he isn't.
I have Lydia Collins (d/o Thomas Collins) down as married to JONATHAN (Sr.) Friend, (s/o Andrew Coleman (Sr.) and Sarah (Hardin) Friend).

Again, I'm pretty sure that's not the case here. Even if I'm wrong about Lydia's husband being a Jonathan...they had their eighth child (Jonathan Friend Jr.) in Garrett Co. MD in 1861.
If they married in 1843 and were still having kids in 1861, it's not likely her husband was the fella over in Upshur Co. WV marrying Mary A. Collins in 1854. Seems to me like Lydia would have still been alive/well at the time.
There are just entirely too many JOHNs in the FRIEND family for tree climbing purposes! {;o)

I have next to nothing on Thomas Collins' family in Garrett Co. MD at this stage and can't say if Mary A. Collins was/wasn't his daughter as well.
I do know that there were COLLINS families living in Upshur Co. WV in the 1850s that this Mary A. Collins could have been from though.
I have a Mary E. Collins (b: abt. 1852 in Upshur Co. WV the d/o Martha & Andrew Collins) who married a James L. Fitzgerald (b: abt. 1845 in Scott Co. Kentucky the s/o Mary Sophia and John Mason Fitzgerald) on Mar.12.1868 in Upshur Co. WV.
