Arthur W Holmes, on RWWC
has her born 19 Jul 1849, but no parents or sources. You might write to him to ask for his source. (If he is your brother, this won't be news to you.)
She and her parents were born in Virginia, maybe, according to the LDS 1880:
Name Relation Marital Status Gender Race Age Birthplace Occupation Father's Birthplace Mother's Birthplace
Charles O BAKER Self M Male W 35 VIRGINIA Farmer VA VA
Caroline BAKER Wife M Female W 30 VIRGINIA Keeping House VA VA
Frank BAKER Son S Male W 9 WEST VA VA VA
Irvin BAKER Son S Male W 6 WEST VA VA VA
Marquis BAKER Son S Male W 1 WEST VA VA VA
Alta YIRKLE Other S Female W 18 VIRGINIA Servant VA VA
Census Place: Sweet Springs, Monroe, West Virginia
She isn't on the 1850 Monroe county census on the US Gen Web page for Monroe County,
I used the US Gen Web page "Search" link http://resources.rootsweb.com/USA/WV/Monroe/
and got deep into the Archives. There were 193 hits for Baker and Kelley in the WV archives. I should have added "Monroe" to the search argument.
Karen baker transcribed all of the BAKER grooms from the Monroe Courthouse list. Caroline is there with a middle initial "M".
There is a lady in the 2001 WVMONROE archives who is looking for Baker and Kelly, but it isn't clear if hers are in Monroe County, and her e-mail address may not be valid any more.
This doesn't find her parents. Probably all it does is open some doors to more dead ends. Sorry. You might look for her in the 1850 in the surrounding counties, if you have access to it or can find transcriptions on the web.
