I'd like to try to address some of your questions, although I can't answer all of them.

First: "I do have a bit of puzzling question, why did Charles H and Ella Waugh(Ellie, Tacy as she is also known by) have David Pat so late in life and after having so many kids (ending in 1898)? Does he have a different mom? Or was he a mid life baby?"

Ella/Tacy Waugh seems to have been Charles H. Lincolnogger's only wife. Their marriage record shows that Charles Linkinnogger, age 22, married Tacy Waugh, age 17, on 16 May 1889 at Roane county, West Virginia. He was born in Botetourt county, Virginia; she was born in Barbour county, West Virginia. The marriage record is here:

Charles and Ella/Tacy proceeded to have at least eight children. The 1900 census of ED 45 Charleston city Ward 1-2, Kanawha, West Virginia shows this family:

Charles H. Linkenauger died of influenza and bronchial pneumonia on 30 January 1937 at Charleston, Kanawha, West Virginia. His death certificate says that he was born on 21 November 1865 in "Boddytet", Virginia, son of Cary Linkenauger and Betty Pritchard. He had been a brick mason by trade. Ella Linkenhoger, who was widowed, died of bilateral pneumonia on 24 March 1950 at Charleston, Kanawha, West Virginia. Her birth date was unknown. I can't follow David P. Lincolnogger in the censuses after 1930, but there is a West Virginia death certificate for him. He was born 20 April 1913 at Charleston, Kanawha, West Virginia, and died 11 July 1964 at South Charleston, Kanawha, West Virginia. His parents were listed as Charley Lincolnogger and Ellie Waugh. He was a heavy equipment dealer by trade. Cause of death was hypertensive essential and generalized arteriosclerosis.
