You probably already have her death certificate, but just in case you don't, Rosa Bell Black died 27 June 1950 in Milton, Mason County, West Virginia. She had been born in Mason County 16 August 1880 to Jackson and Martha Meadows. The death certificate is here:

Jackson Meadows and Martha Sims were married 30 August 1854 in Monroe County, (West) Virginia. His parents were Anthony and Polly Meadows; her parents were Robert and Sarah Sims. Both were 18 years old. The marriage record is on line # 57 here:

Jackson and Martha had a large family. The 1880 census of Greenbrier, Summers, West Virginia, (before Rosa was born) shows the following household:
