I'm thinking Ocie is foreign a name like german etc.
I FOUND Minte Angeline BALLARD's DEATH CERTIFICATE she died July 28 1945 in Dorothy, Raleigh, WV she was 57 year 6 mo. 29 days old. she was b: in 1888 her husband was Ocie BALLARD. I found their marriage as well his name was spelled Osa BALLARD they married in 1925 in Raleigh, WV
