There is a wonderful online service for WV deaths from about 1917 to 1955 (more years in some counties, and some counties' births and marriages are online, too). It has been so helpful to me that I am trumpeting it everywhere. I found Mary Etta's death certificate (including the image) at:
In addition to her husband's and father's names, it gives her mother's name as Mary Jane Plantz. The informant's signature looks more like Mrs. Earl (not Karl) Evans of Moundsville, to me at least. Mary Etta's address was 2012 First St., which might help you find the daughter in the 1930 census, if she lived with or near the Evans family.
To be truthful, this service makes the records so easily available, that it has become practical to search through all of the death certificates for my target surname in a given county, and I often find relatives I didn't know about. Look carefully at the informants on these.
In fact, after writing that, I spent another five minutes and looked through the female Evans who died after 1929 in Marshall County, and I found Ethel F. (Mrs. Earl) Evans, Mary Etta's daughter, in 1933.
