If you go to the WV Archives web site here
and search for the death record for Delila Jane Spencer who died 27 Jan 1944 in Fairmont, Marion Co., you will find that her mother's maiden name was 'Bright', her father was Isaac Ice; the informant for the record was Ethel David of Fairmont.
The death record of her husband is also available here, his name spelt "Ulissus Grant Spencer", who d. 24 Apr 1936 in Deep Valley, Mannington District, Marion Co. The record states his parents were John Spencer and Mary (nee Hess).
As you saw in the 1900 US Census enumeration, Ulysses G. and Delila as well as their children were said correctly to have been born in WV to WV-born parents.
Given the Ice connection, the "Cherokee" idea probably arose from someone's dim recollection of a story about Isaac Ice's distant kinsman, one William Ice who was called "Indian Billy" Ice, not due to 'Indian' blood but to his history. This and the Bright-surname confusion are good examples of how 'family stories' may contain some little grain of truth but should not be trusted 100%.
