I did just a little research in census enumerations and looked at the Social Security Death Index as well as the vital records posted on the WV Archives web site. I did not find much on this family (the Archives site does not have marriage records for Marion Co. posted, nor the Marion County death records, and the SSDI begins in 1956, with very scattered records in the first few years). But perhaps what I found will help you a little.
Since most of what I found is in the Census enumerations, what follows lists the family members enumerated together, and their ages as given in each enumeration, plus what little else was found that *may* pertain to each person.
No daughter Maude was enumerated with William and Annie, but that could be a nickname of a daughter.
The family was found in Winfield Magisterial District for 1910, 1920 and 1930. All of the enumerations state that each person was b. in WV and both mother and father for each were born in WV. The numbers in the 1910 enumeration are a little burned out and hard to read. For 1920 the surname was "Holt".
William Franklin Hoult 1910-30, 1st mrg, 7 years, house carpenter, rents home; 1920-40, coal miner, ; 1930-50, had been married at age 23, grocery store manager.
--Middle name 'Franklin' on his WV State Death Certificate, he was given middle initial 'F.' in the 1910 and 1930 enumerations. His death certificate states he died at Fairmont General Hospital 9 Sep 1946 age 66 years, but resided in Hoult, WV; he was married, wife's maiden name was Annie Tichnell, then aged 72; his occupation was retired post master. His parents were Edward Hoult and Florence (Coogle), both b. in WV. Burial was at Pisgah Cem., Fairmont. Informant for the record was Mrs. Annie Hoult, of Hoult WV.
Anne Hoult 1910-30 or 38?, 3 of her 3 children living, married 7 or 9 years; 1920-Annie 44; 1930-Anna 55, had been married at age 28.
No WV death record or SS death record found for her.
Edna Hoult 1910-Edna C.?, 7 or 9; 1920-16; 1930-not with parents.
---An Edna Headley b. 11 Jul 1906, d. Sep 1972, Parkersburg, Wood Co, according to the SSDI. An obituary or a copy of her Social Security application may help determine whether this is William and Anne's daughter.
Hazel 1910-5; 1920-15; 1930-Hazel F., 25.
---The WV State Death Certificate for Hazel Bowman, b. 2 May 1903 in Marion Co, d 29 Dec 1952; resided 98 Berkley St, Fairmont, where she died; burial Pisgah Cem. She was dau. of William Hoult and Anna (nee Tichnell), the informant Albert Bowman, of Fairmont (relationship to Hazel not given).
---He could be the ALBERT BOWMAN, 26 Nov 1911 - May 1959 SS# issued WV, place of death not given. No death certificate for him on the WV Archives site.
Grace Hoult 1910-1; 1920-11; 1930-not with parents.
Gladys Hoult 1920-7; 1930-Gladys W. 18.
Dora Hoult 1920-5; 1930-Dora E. 15.
Otis Hoult 1920-1; 1930-Otis F. 11.
An Otis Hoult b 2 Dec 1918, SS# issued WV, d. Jul 1979, Huntsville, Madison Co AL. A copy of his Social Security Card application might tell more.
Conclusions: William and Annie were married about 1903, place unknown. You will probably have to go first to Marion County to look for their Marriage License, which may give the names of Annie's parents. It is also possible they were married in Preston Co. or Monongalia Co. The Marion County records may also have marriage records for their children.
The Marion Co. estate records in the County Clerk's office may also identify William's children and give their residences at the time of his death.
It is likely that Annie's parents lived in or near Winfield Dist., including possibly in Preston Co. If they owned land, you may find a deed recorded in Marion Co. or Preston Co., where Annie and William were parties to sale of her parents' land.
Another possible marriage place is Garrett Co., MD.
I wish you success.
