Morrison's book was his transcript not of Marriage Records but of Marriage Bonds.

Marriages did not always take place pursuant to a given Marriage Bond. And of course not all marriages were recorded that were actually performed.

It does appear that Marriage Bonds Book 1 is missing from the WV Archives Vital Records site.
