Update:
Charles is probably Chester (per 1900 US Census) born in England, wife Rachel born in PEI, with son Harry and daughter Mary M b. July 1881, both born in Illinois.

Also found: Chester Woolner b 5 April 1843, christened 31 Jan 1844 in Shoreditch London, England. I'm assuming these are the same person "Chester".
Chester's father was Richard Chester; mother Elizabeth, possbily married in Sept 1842 in Islington, Middlesex London England (familysearch.org).

I'm stuck on Richard Chester. I found a Chester Woolner b. 1818, but after further research I think this is a Robert Chester, with parents of Robert Forster and Sarah Sally Kemp. This Robert Chester was married to Margaret MacNeill and had a James Chester, but he was born in PEI, not England as all other information points to.

Can anyone point me towards Richard Chester?
