In regard to the orignal question...
The earliest Woolleys that I am aware are as follows:
According to Ormerod's "History of Cheshire" it states that Rafe De Woley was the son of Ralph De Wolegh who was the son of Ralph De Wolegh. The surname had been spelled Woley, Wolley, Woolley, Wolegh, Woleghe, Woleigh, Wollie and Wallegh. It camefrom the village of Woley in Cheshire, now known as Woolley Bridge, on the banks of the Etherow River, dividing Cheshire from Derbyshire. The first mention of the name is in the year 1139, when Ranulph de Woley of Woley in Cheshire, held by Knight Service a large tract of land at Charlesworth.
Hope this is helpful.This family is also listed quite a bit in Burke's Landed Gentry.They seemed to like to sue each other quite frequently and left a good paper trail.The British Library and Museum also has a huge inventory of original manuscripts of genealogical work done by a Woolley and left to them in the 1820s.
