I am Jack Wishart. You might wish to check me out at www.wishart.org. I am the genealogist mentioned therein. I have a database of more than 20,000 Wisharts worldwide. I have a card for a Frances L Wishart who was enumerated in the 1930 Census in Miami, Dada=e Co, FL. COuld that be the Frances you are looking for? I reckon she must have been born around 1913. She lived in 1930 with her sisters Janie E WIshart and Gladys J Wishart.
I have data on several Frances Wisharts in the USA but I cannot be sure of their location. In most cases I have family information on them.
