My Waters family which originated in this country in the Northern Neck of Virginia has several members born in the 18th and early 19th century named Thomas Willoughby Waters.

The first wife of Philemon Waters (b. c. 1685 Stafford Co. VA)was named Mary and I have seen it suggested (without a cite to documentation) that she may have been a Mary Willoughby. Do you have any information which would confirm or refute this idea? The marriage would have been about 1707 or 1708.
