This may be a clue to your Charles Frederick Willeford.
He is in the 1900 Pike Co., IL census as Charles F. with wife Mary R.(K) showing him to be born in Jan, 1850, married 20 yrs (1880), IL KY OH.(Charles b IL, father b KY, mother b OH).Pike Co. is where Pleasant Hill is.

The 1870 Hancock Co., IL census shows a Charles b 1850 to be son of Isaac b KY & Mary b OH. Hancock Co. is north of Pike Co., both on the MS river. I don't see what Co. Carthage is in on the map.
