I only show 1 George W. Wigley that was born early enough to be Celia Melvina's father. I haven't found her in the 1850 or 1860 Census yet. George W. Wigley in the 1860 Census at Hall Co., Georgia shows daughter Tempy born about 1842 as the oldest child. Name of Tempy probably short for Temperance would indicate a possible connection somehow to Joseph (b. 1770) and Temperance ? (b. 1782) Wigley. Granted it may be no connection at all and the possibles are endless if it is, as it could be any of Joseph's brothers or any of his male children that could be the right line. If we could find George in the 1850 that would tell the tale I think. Will see what I can find.
