I am not related to the Wiggins family but it is raining and cold so thought I would give your problem a try. Finding the parents of William Wiggins doesn't seem at first glance to be that difficult. Saying that, I did not identify them but did locate the following that you may or may not have.
1st.Minnie B. (Morris) is listed with William A. Wiggins and Birdie in 1900 Swain Co., NC Federal Census.Living two households away were William L Morris (b 6 Feb 1836 in Rutherford Co., NC)and Sarah Elizabeth Louisa (Shuler) (b 6 Aug 1841, Macon Co., NC)This couple would be good candidates to look at for the parents of Minnie.Also living nearby was David N. Wiggins. He doesn't appear to be the father of William but he is a son of John Jason Wiggons and he may be someone to look closer at as a family member.
2nd.It would appear that William A. Wiggins died prior to or around 1910.I don't know but looked at everything I could find and could not locate him or Minnie.
3rd.Minnie married 2nd to Thomas Gillyard Stoney, (born 19 Feb 1885 in SC).He registered for the draft in Skagit Co., WA and listed his wife as Minnie Bell Stoney. He had blue eyes and dark hair.Worked in the lumber industry.
4th.In 1920, Minnie and Thomas were listed in Skagit Co., WA with six children. M. Birdie Snyder and her husband P. Lee Snyder and daughter Rosa were living nearby.
