Alesia,

As with all things today, there is a fee involved although small. Most of the pre-1907 marriage licenses are filed with the Wisconsin Historical Society. I have used their service before and they are quite prompt in handling requests for documents.

Wisconsin residents pay $15, out of state residents pay $17.50.
