The information I have is much earlier than 1921, but Clapp being such an unusual name this might give you a lead. My husband's g-g-grandmother had a brother Charles B. Harris born in 1818 Cato, Cayuga Co. NY. He married a woman named Marcella Clapp. I don't know if he married there, or if he came to WI with his older brother Edward L Harris in 1850. Edward was a Baptist minister in Delavan WI. I've been able to find no info on Marcella, but she might have been the namesake for my husband's g-grandmother Frances Marcella Sturgis, born in WI.
