I can't get to Mound Cemetery to check but I did some looking at the UK & Wales births. It looks like your Richard was born in the 1st Quarter of 1864, in Merionmerthshire County Wales, registered in Mac Hynlleth District. His birth is recorded in Vol 11b Page 193. It is possible to get the exact date if you order the record using that information.

The 1900 census in Chicago lists him as Jan 1864.
