Racine Register of Deeds

REGISTER OF DEEDS RACINE COUNTY

I am running for Register of Deeds in Racine County. I have been a licensed private investigator since the '70s, specializing in forensic genealogical research and missing persons research. I have personally performed thousands of genealogy searches for purposes of proving heirship in Probate Courts and other governmental offices. Often, title and other searches are required. In this time of budget and staff cuts, we should not need to spend time and money to train the next individual holding the position. I believe I can step in and keep our office of Register functioning smoothly as the transition to the new manager takes place.

I recognize that service as an elected official is a privilege. As an owner of multiple businesses, I have worked hard to earn that privilege. As president of D P Wigley Company, a feed and grain company with 111 years of commitment to the County of Racine, my belief is that our customers come first. As Register of Deeds, my work ethic will be no different. You should expect and demand that the office be one characterized by efficiency, courtesy, and competence.

I have owned my own detective agency since the 80ís. I believe I have more knowledge of the practical work involved in the Register of Deeds office than nearly any other non-incumbent could ever hope to possess. My 27 years of research has taken me to courthouses and Register of Deeds offices in some 40 states and over a thousand counties in the U.S. My experiences as a private investigator in this new age of information make me uniquely and ultimately qualified for the office. Through genealogical and estate investigations, I have often interacted with Register of Deeds offices throughout the country, and am well aware of the duties and responsibilities of the management position of the Register of Deeds. Decades of experience with County Recorders, Registers in Probate, Probate Courts, City and County Clerks, State and Federal Archives, State Treasuries, overseas Banks and other offices gives me a unique view of the cooperation and skills required. My own agency makes use of in-house microfilm, microfiche, and digital image libraries. In addition to indexes of births, deaths, marriages for most states and many countries, I also have a computer index of Racine cemetery burials, voters records, drivers license indexes, motor vehicle indexes, and more.

With an extensive knowledge of computer hardware and software, imaging technologies, and advanced investigative skills, I believe I am highly qualified to propel the office into the future. In this faltering economy, I have learned how to get a lot done with a small budget. With budget cutbacks affecting all of our city/county services, I will look at the office with a fresh eye to eliminate waste while still improving service.

I am excited about the prospect of serving as Register. I look forward to drawing upon my background and legal experience as both a private investigator and as a small business owner. I respect the office of Register and firmly believe that I am the most qualified person to continue its record of excellence.

I have made my job my passion for many years. I ask for your suggestions, comments and support, as I seek the post of Register of Deeds.

Sincerely,

Mark P. Flynn
