You may find the Mitchell names you are looking for--not neccessarily a birth certificate in the older census of the area. RACINE HERITAGE MUSEUM ARCHIVES 701 N. MAIN
RACINE,WISCONSIN 53402--- TEL 1-262-636-3926. The archives have a section with families census for townships on indexes for early times.
In newspapers very few annoucements of births were given in the 1860's at least in the Racine Adovocate. The archives in Racine have lists of Marriages from the newspapers in that area for early times . Hope this will help. Anna
