Marriage Certificate-Adolph Kysley/Josie Rousar

Adolph Kysley & Josie Rousar were married in Racine on 23 Aug 1889 (Vol 4 page 0113..according to Ancestry Wisconsin Marriage Index). Which would be more likely to have a marriage certificate from 1889, the Racine County Court House or the Racine Heritage Museum? Would like to have any information available on this family. Josie Rousar immigrated from Bohemia & is the sister of my grandmother, Aloisie (Louise) Rousar Mikulecky Mikesh who immigrated to Caledonia, Racine Cty, WI from Prosec, Bohemia, ca 1890.
