Orphanages in Outagamie County

My grandfather was in an orphanage, I believe, in Outagamie County, maybe Black Creek???. He was born circa 1880, his SS application says Black Creek as place of birth. He claimed fire destroyed records of his parentage. Does anyone know of any orphanages or child care places of that era that may have been destroyed. Or, any suggestions as how to get this information?
