Hi Leon,
I think this may be one of those "brick walls" that you hear about.

So far, I haven't found anything that looks right for 1860.
The only George Watkins born in England is in Walworth Co., married and still there in 1880.

Couldn't find any Narum in Wi. born in the right time frame.

There was a Julia Halvorson in Dane Co, Madison, right age, working as a servant for the White family.

Sorry to report no progress.
Local church records are about the only thing I can think of. Sometimes they added some family information in their books.
