The Arthur "P." may have been Palmer. The Stephen in an earlier census was Riley Stephen Watkins.

Arthur P. Watkins (1900-1950) is buried in the Yellowstone Cemetery with Riley S.(1863-1932) and Lizzie M. (1869-1963) Watkins. The stones are marked father, mother and son.
