Green Bay Orphanage; Rev. Karl Oppen

I am looking for info on an orphanage that was located in Green Bay, run by a Lutheran minister named Karl E. G. Oppen. Later, Rev. Oppen left the Lutherans and joined the Episcopalians circa 1891. My grandfather was left in this orphanage with siblings sometime between late 1881 and June of 1885, when he was adopted. Looking for other siblings. His birth name was Henry Mueller b. 1881 at Black Creek, WI. Parents names were John and Sophia Mueller. They are believed to have died (both of them) between 1881-85 necessitating the placement of their children. Believed that orphanage may have burned down. Is this familiar to anyone, or can someone suggest leads?? Thanks.
