Frank Baldwin son of Wm George Baldwin

I am seeking any information available on Frank Baldwin who lived in Ashland in 1890. Thank you, Sue Baldwin
Here is the family story and tree:

I am the great granddaughter of Mary Starks and Wm George Baldwin.
Her parents were Louise Randall and Isaac Starks. The Census records and marriage records I have show Mary being born in Vermont. However, I have never been able to find where in Vermont. In 1850 she was living in Clinton Co, NY. She married my ggrandfather in Waupaca WI in 1858.

They moved back to Jefferson County, NY (where William was from) around 1860. There they had their children: Frank, Nellie, Fred and Samantha . Then in 1870 they are in the Waupaca census. They had Charles who died at age 2 and my grandfather Johnson who was born in 1874. Mary died two weeks after my grandfather was born. In 1878, my ggrandfather died.

My grandfather was sent to live with his Aunt Cornelia Starks Tarr and her husband Johnson Tarr. I don't know where the other children were raised. I do know that Frank was living in Ashland WI in the 1890 census. He wasn't married then but was a boarder. I was told that Mattie married Frank Kaiser. I found them in the 1900 Census records there. They had a daughter named Catherine.I don't have any more information on them.

Fred died by drowning at age 10. I think my ggrandfather had a very sad life losing his wife and two of his children. I would almost bet that he died of a broken heart. I don't know who his father was.
I was told by my Father and my cousins that he was born in England. However, the census all say NY as well as his marriage record. I know he lived with Mary at Jonas Baldwin's residence in Theresa, Jefferson County NY. I know that Jonas was most likely not his father as two of his sons were named William and George and they were born a lot earlier than my ggrandfather.

I am trying to find out if the family story is correct and Wm George came from England or if he really was born in NY as the census, his marriage certificate and death record state. I would like to find out who his parents were and what his connection was with Jonas Baldwin

Death by Drowning
A Sad Accident- A young boy by the name of Freddie Baldwin was drowned at Little River, in the south part of this town on Tuesday last. In crossing a stringer over the sluice-way of the Mac Bros. dam, the stringer broke and the boy fell into the water below. The current of course was very strong and he was carried over the dam and beneath the ice in the stream below. The body of the unfortunate boy was not recovered until ten o'clock the next morning , when it was found about eighty rods below the dam.
