Actually, I have to admit that I was pleasantly surprised at the efficiency and quickness of the approval of the headstone for Lycurgus Vineyard by the VA.
But then again, I did send them quite a detailed package of biographical information, which was cross referenced several times with primary sources.At any rate, here's a vote for this specific VA department (Memorial Programs Service)--about the only thing that looks like it is actually working in this existing federalist government.
On the William D. and Penelope Turner Whitley parentage, I still can't make that fit, given the date of their marriage versus the date of birth (~1771) of the Mills Whitley I seek. The only definitive link I have is that of the "Randall" and Sarah Bracey Whitley marriage in 1791...which produced their son William Mills Whitley, who is buried in Suffolk, VA.
Again, with the closeness of these reoccurring given names, these families must be related (my Mills and Martha Freeman Whitley had issue--William, Henry, Josiah and Sally.)I just can't figure exactly how they are related.
