I have a 5th gr-grandfather named Batson Bulloch from Scotland whose son, Daniel Bulloch/Bullock, married Mary Whitehurst of Princess Anne Co. VA and they were later living in Pitt Co. NC near Batson Whitehurst, whom I assume was her brother.

So, the name appears to have been a given name, rather than a surname, and was passed down in both the BULLOCK & WHITEHURST family lines. My BULLOCK family was found in GA by 1812. Am not sure if any of the WHITEHURST's were also found in Bibb Co., Dooly Co. or Irwin/Turner Co. GA. as late as the 1930s.
